*If* you’re encountering this issue (not able to send CiviMail to contacts without a name) then after upgrading to 3.1.3 you can simply overwrite CRM/Utils/Mail/FixedMailMIME.php and CRM/Utils/Mail.php from our repository.

Upgrade to 3.1.3 worked for us; e-mail addresses w/o names are now going through fine.

Allowing a batch update to the on hold field would have made cleaning up after the initial error easier, but it was easy enough to fix that through phpmyadmin.
