You might want to "flesh out" your question a little bit more. Describe more clearly what you are trying to accomplish.

Useful information like:
- the size of database that you are trying implement and
- 'how' limited you want the access of the managers to be.

You will certainly have to become well acquanted with ACL (Access Control Lists) in your effort to implement something like this. You can check out this thread http://forum.civicrm.org/index.php/topic,14847.0.html to see how I struggled through this in the beginning but eventually got the hang of it. I hope the many hours that I poured into it might shave at least a few hours that you may have to spend on it.
