Looking into the State field as part of debugging CRM-11947 (see also forum topic http://forum.civicrm.org/index.php/topic,27782.0.html), I noticed that even without the County field being enabled in Address Settings, the State will not let you unset it in the User Account profile.

e.g. When there is a current State value saved, try to set the State back to '- select -'. The update will save, but the State value will remain.

It looks like the Country field has the same issue. When I tried to set that back to '-Select-', it also saved without error, but the country value remained.
