Is it possible to use cividiscount to make tiered pricing?

One participant $10/ea
Two participants $9/ea
Three or more   $8/ea

...then, obtain registration information for each participant?

The only way I can see to do this is to setup a multiple registrant event with three pricing options - but there is no logic in that approach that prevents someone from picking the best pricing ($8/ea) and just registering one participant for $8.

Am I missing something obvious about how this should work?
