maximum for boys/girls & (pending) waitlist behaviour

We organize summercamps in the Netherlands and deal with waitlisting events every year. Which is a good thing, but also kind of a hassle with the current functionality in civicrm.

The summercamps have a specific amount of places for boys and for girls. Therefor a generic maximum does not make sense. (place for 40 kids, 20 girls, 20 boys)

A workaround for us has been to set the maximum to 20 and manually move people from the waitlist to 'pending waitlist' status.
Unfortunately when someone clicks the link in the 'pending waitlist' email, although we approved them, they get the message about the maximum.

What we would love is to be able to to have some of the following functionality:
1) a seperate maximum for boys and girls in event registration (prety generic feature request i think)
2) the option to overrule the maximum from a administrator point of view by manually moving someone fro waitlist to 'pending waitlist' (the maximum check should be removed there)
    (the communicated maximum is arbitrary. When we have exactly 40 places we want people to get waitlisted at 35 and manually approve people after that amount)

I would like to ask:
a) if someone can tell me if this would be hard to code the seperate boys/girls maximum into the current code.
b) where in the code (file/line) can we find the maximum check when confirming a pending waitlist registration? (maybe we can comment it out or come up with something clever ourselves)

I think in this topic a similar issue was discussed http://forum.civicrm.org/index.php?topic=35329.0 but seemd to go in another direction. We use civicrm 4.5.6 on drupal 7.34
Anyone working on the same, any hints in the right direction?

I don't think it will be hard to make a small extensions that does this but it is not one line in one file :-). Let us know if you want to take this on and need some guidance or if you would like us to do this with you?
