PHP requirement for importing contacts

I just installed 4.7 on Drupal 7. I had a lot of problems trying to import contacts. Sometimes it was okay, most of the time I got the import screen back, without any CiviCRM errors. In my httpd logs the only thin i saw was "Failed to read FastCGI header".

I then noticed that in the old unsupported forums, the same problem had been thrown and solved: https://forum.civicrm.org/index.php?topic=23046.0. In it, the suggestion is made to change the upoad_tmp_dir variable in php.ini.

Is this something to be added to the admin guides as a prerequisite for using the import?
