New Volunteer Project area blank

Hi,
I've installed CiviVolunteer in a new Joomla test site and am having the following problem:
When clicking /Components/CiviCRM, and then in the CiviCRM menu, clicking /Volunteers/New Volunteer Project, the area on the CiviVolunteer page under the heading remains blank.
I don't get any error messages with debugging enabled.
What could be causing this problem? Is CiviVolunteer 2.2.1 not compatible with CiviCRM 4.7?

Here are the site specs:

Joomla 3.6.5
CiviCRM 4.7.17
Angular Profiles -- 4.6-1.0.2
CiviVolunteer -- 4.6-2.2.1

Linux — 2.6.32-042stab120.16 #1
Apache — 2.4.18
MySQL — 5.5.54-cll
PHP 5.6.21

Hi, Bruce,

This looks like a JavaScript error. You may be able to find out more about what's going on by following these debugging tips.

CiviVolunteer 2.2.1 is compatible with CiviCRM 4.7.17, but there is an issue between CiviCRM and Joomla that may make the extension unusable. (The issue in question would not be responsible for what you're describing, though.) The issue need to be fixed in CiviCRM core. I think I've identified an approach that will work, but I'm estimating it at a day's worth of developer effort, and I haven't been able to find funding for it, even though it affects the ability for Joomla to use a number of CiviCRM extensions.
